No. The Pick was traded to the Suns for Trash, they own it ( overconfindent Mitch not protecting it for the lottery) Unless the Lakers just happen to drop into the bottom 5, then the pick would go back to LA. It currently resides in Arizona, per the trade, they're not "surrendering" it, they traded it.
