What it obviously wasn't was a serious bomb threat, which is what zero tolerance policies are intended to prevent. I would understand this kind of reaction if they had found a pencil-case-sized digital clock left in a bathroom, or if it was done in any more anonymous way. Since he had already shown it to a teacher, there is no reason to believe he was planning on using it in a bomb threat. So this was any easy controversy to avoid.

Doesn't really qualify as a hoax if he's not trying to pass it off as a bomb. The hoax only becomes a hoax if the school and police overreact, which they were not required to do. Once they determined it was not a bomb, nor a device to be used in a bomb threat, the whole thing could have ended quietly.
Meh, if they have to determine that something is not a bomb, it shouldn't be brought to school.
