The Obama administration is upping aid to Israel as part of the largest pledge of military assistance in US history.
Israel is set to get about $38 billion over 10 years, according to congressional and administration sources, up from the approximately $30 billion decade-long deal that expires in 2018.

It is not clear if or how the policy applies to inmates like Manning.

That's sort of my point. I understand that the law sucks and that if you can avoid hurting 2000 people that it makes sense to do so. But the "countless" claim is kinda of silly. Maybe the unreliability of self-reporting on this matter makes it hard/impossible to count. But as far as the data shows, this is still a fringe group being harmed/inconvenienced here.

The point is that the polarity of "countless" is large. But the real population that's affected is (really, really) small. Had the number been like 100,000, then I wouldn't have an issue. Like if you said, "Countless people travel to NYC every year." that would be fine, even though that's an actual countable number. But if you said "countless people visit Aztec, NM every year" it feels disingenuous.
