Former George W. Bush Attorney General Michael Mukasey said that any surveillance of Trump Tower was “conducted at the behest of the attorney general — at the Justice Department,” rather than on the orders of former President Barack Obama. But it gets better:
Mukasey said if there were a wiretap on Trump Tower, it would mean that there was su ion someone had been acting as Russian agent.
"It means there was some basis to believe that somebody in Trump Tower may have been acting as an agent of the Russians for whatever purpose,” he said.

So what Cornyn was really tweeting, under the “Trump likely right” headline, was
“Trump likely right that Trump Tower was under surveillance, but that’s because the Justice Department probably had reason to believe there were Russian agents in Trump Tower.”
