From Facebook's first party data. They have interest and geographic targeting built into their ad product.

And the use of the term "dark ads" as some kind of menacing thing really betrays a total ignorance of how Facebook advertising works. Almost every paid ad you see on Facebook is a "dark ad." All this means is it's an ad that doesn't necessarily show up on the advertiser's Facebook page when you go to their page. It's specifically targeted as an advertising message.

If you have a business page on Facebook, you can target an Islamophobic message to a relevant target audience simply by setting a geography (ex: Michigan/Wisconsin) and interests (ex: "Republican" + "Islam.") Depending on your budget, you can potentially reach "millions" easily.
And it is generally more efficient on a per-impression basis to have a larger audience.
Since media is predominantly left-leaning, a conservative media outlet wouldn't be mainstream.
