    so your issue is that the NYT said "during a night of heavy drinking"... while this article/interview says that Downer doesn't think Pap was drunk and that they spoke over 1 drink (though for all we know, pap had drinks prior to their meeting)

    except the IG repot has already been published, which mccarthy himself says lays out a strong case of making false statements. so yes, it could be very easily traced back to the already existing contents of the IG report.
