perjury would involve knowingly making false statements. when he signs a certificate of incorporation saying "i wont do x, y, and z"... you'd have to show he was intentionally lying at the moment in time when he signed it.
that he later goes and does x, y, and z wouldn't really be perjury. you'd have to show that at the time he signed it, he KNEW he was going to do x, y, and z. that's quite a leap
those IRS forms could be different if he signed them periodically...
