I think it's the Boogie Cousins scenario. Teams are extremely concerned about Kawhi's physical condition and do not want to break the bank and then find out the guy can't play.
IF he was coming off of a season where he played 70+ games and was All-NBA, the line of suitors would be out of the door. But no GM wants to trade a bunch of picks & top prospects for someone who may never play again. That's the quickest way to go from being an NBA GM to becoming a real estate agent.

With Kawhi in a long term contract, they would have many teams willing to give it all for him in 2021 FA. He plays this next and 2020 season in SA and then trade him for whatever Spurs want.
The Spurs would have looked elite for two seasons more and then get what they want in a trade.

Common now. Not offering the super max is less about the injury concern and more about the fear of being in this exact situation a year from now once Uncle Dennis and Impact Sports can aggitate for a trade for the first time after inking the super max.

The health excuse is bull , and teams know it. They’re just trying to exert “leverage” over the Spurs. And, spurs are correctly concerned that Leonards camp is just going to put them through the same bull next summer.
