Whites are definitely "THE biggest perpetrators of it" in America and that is mostly because of the sheer number of whites. Almost everyone universally agrees Asia is the most racist part of the World. You get stares in the USA but you probably wouldn't even be allowed to step foot in some areas of Asia.
Arabs are probably the most hateful when you consider religion [funny you take a shot at whites for " ing sister/relatives/pet chicken" when parts of the Arab World is crippled with low IQ's from Arabs reproducing with their 1st Cousins].
