If this happened at 10 parties as described then there needs to be a serious investigation. a single Supreme Court seat. Grand Jury needs to be seated and multiple men need to be heading to jail for a long, long time. Seriously. Drugging multiple girls over a reasonably long period of time and GANG RAPING them!! Cosby's in jail for the same thing, but without the multiple perp twist. Also, wherever this occurred, be it a private home, dormitory or apartment, whatever "adult" was in charge of that property needs to be brought up on criminal negligence (or conspiracy?) charges and multiple civil suits. With the number of people involved, both male and female, there should be plenty of corroboration.

Who would this panel be made up of? The point of presidential appointment to the judicial branch is separation of powers.
