There's no "macro issue" when it comes to intelligence because the vast majority of third world country immigrants, legal or not, do not come prepared (be it language or education) to take on high skilled labor right away. That is by design.
The US has been a great destination mostly because Americans are used to a high standard of living, and they simply are unwilling to do the jobs for pay. Thus the high demand for cheap labor.
The "macro issue" is economic. There's a sizeable amount of our economy running on the backs of these legal/illegal low skilled immigrants that do work that Americans do not want to do, or are simply unwilling to do for the offered pay. Increasing the paid amount makes the US, in the macro, less compe ive.
I'm actually NOT a fan of illegal immigration, but has nothing to do with race, but everything to do with following the law and doing what's right.
I said I'd give iq tests as a requirement for immigration. Therefore if you do well then could potentially come. Of course there should probably be some cap. So you can probably figure out the answer based on that.

Flooding the country with unskilled labor is a major cause for those low wages. Offered pay can simply increase.
Illegal immigration from anywhere is unacceptable to make it clear. I think long-term the consequences from some populations could present more challenges though.

This is all a sad situation especially for the migrants but Trump's reaction is so over-the-top as usual. I can just see him sitting in front of his TV during "executive time" and having a total freakout seeing the caravan. The fact that it's so slow-moving makes it even more agonizing for him.
