I'd be somewhat curious as to why, specifically, you believe Russia is not happy that the US is exiting a treaty that they have ignored for 5 years. You posted twice about it and gave up pretty quickly when presented with something resembling a challenge to your read on it. Seems a little early for "agree to disagree." IMO
