newsom is making the right move. voters approved the project under the assumption it would cost about 30 billion. now the contractors are saying it's going to cost double. that.
they're still going to continue construction in the central valley, roughly half the original distance, so the money will be spent and the feds wont be getting a penny back. its not an easy call for newsom to cancel but he's being fiscally responsible and holding people accountable before just handing over a blank check. hopefully they'll get their act straight and eventually complete the whole rail.

Just as someone who has a lot of income but spends a lot and doesn't save might not be as financially secure as someone who doesn't earn/pay taxes much, lives within one's means and saves for the future/has no debt (or in state jargon - doesn't have tons of UNFUNDED LIABILITIES like promised pensions/health care). In your link, Delaware, Kansas, IL, NJ, MA are LEAST dependent (so called good). Below, IL, CT, NJ, MA and Kentucky are the worst states fiscally by the 5 measures below.
Here is an overall ranking using:
Cash solvency. Does a state have enough cash on hand to cover its short-term bills?
Budget solvency. Can a state cover its fiscal year spending with revenues, or does it have a budget short-
fall?
Long-run solvency. Can a state meet its long-term spending commitments? Will there be enough money to cushion it from economic shocks or other long-term fiscal risks?
Service-level solvency. How large a percentage of personal income are taxes, revenue, and spending? How much “fiscal slack” does a state have to increase spending if citizens demand more services?
Trust fund solvency. How much debt does a state have? How large are its unfunded pension and healthcare liabilities?
