You're wrong about asylees skipping court, ducks. It's well studied -- they overwhelmingly show up for their court dates. It's the only way to get legal permission to live and work here.
By law, asylum claims must be be made in person, in the USA. There's a good reason for this. Applying from the country origin might endanger the asylee.

Meanwhile he never did anything to actually get a wall built when he could have done it on a reconciliation bill with both houses of congress controlled by the GOP his first two years.
