used to...but as of a few years ago, a 2nd place team can be as high as a 2 seed, if they have a better record than the other two division winners.
all 3 division winners are guaranteed a top 4 seed, not a top 3.

If Dallas wins we win the division which makes us automatically the third seed. This is a new rule for this season. Division winners override any tiebreakers.
