Boiled down, Jarkesy requires that jury trials be held in civil enforcement actions that ask for a fine.
This makes enforcement too unwieldy for the government, so crooks, scammers and incompetents will tend to get away with screwing the public.
it's like SCOTUS thinks there's a platonic form of corruption, whereby a written contract issues for the sale of a public official's vote, and failing that, no bribery has taken place, even if the party tips the judge afterwards.
