You can justify anything enough to get a degree program if you have enough authority and money with capable people willing to teach it, which is why majors are on a school by school basis. UTSA doesn't have a Women and Gender Studies major program, not because it's not a valid field of study as there are tons of WGS major programs throughout the country, but because of politics. Politics rule academia. Period. Ask anyone in university administration.
