So is Portland going to trade away everyone with more than 2 years of experience now? Because I would gladly give them Williams for Outlaw even though I like the Williams pick better than the Splitter one.

Spurs clearly drafted future potential. Splitter needs to come-on strong soon. He's got the body and a lot of upside. However, he has been hyped for several years with actual floor contributions just not measuring up.
Fernandez more likely I think than Kopenen. The guy has got talent, but he's raw. Supposedly though has got a high basketball IQ.
Either way, the Blazers are going to be an insanely young, but deep and athletic team. Unlike the Celtics, who also stockpiled talent, Portland actually has some franchise player talent. Oden, Roy and Aldridge all have ability.
