Counting is not complicated. And you still haven't said how this error is to occurred other than counting to 10,700 instead of 1,100 happens.

Entry error, multiple counts and machine error are three possibilities, there are probably many others. I've never been in the room, have you?
Entry error is not possible. They're not doing excel. The software is based on the ballot scans.
Multiple counts you have to be totally re ed. And since there were two of these jackasses, we know it comes down to cheating. Neither was going to call out, hey we didn't scan no 10.7K ballots.
And machine error would mean that the equipment is not fit for a fair election; and let's face it, that's a hail mary.
