This is logical from a business point of view. As a player, if you don't get a guarantee contract in the first round, you are better off not being selected in the 2nd round. You are immediatelly considered a FA from that point forward, and you can negotiate with any team, not just one team.
As a free agent, you have more flexibility to negotiate with any team, under any conditions you want.
