IMO this is more a case of the traditional powerhouses slipping than the rest of the world catching up.
Italy/Netherlands, then Brazil Spain and Argentina and lately Germany have gradually taken a massive setback in the last few years..Only France and e's Brazil are slowly getting back where they have been..
