I think Ukraine should enter the agreement because the counter-offensive is wasting resources and not going to be a success -- not because Russia is going to defeat Ukraine and control the whole country.

They can have NATO membership covering the territory they control now without retaking Crimea. And you know that.
And of course with NATO membership, now huge numbers of American lives are on the line. So to deter, Putin has to believe we're willing to go to war for him over Ukraine. Are we?
