Curtis being shot by Jack was obvious. They can't get rid of Assad's character that fast because the dude that plays him is a decent actor who I'm sure they paid a decent amount for.

Nah, radation goes with the wind because its carried on the debris and what not. It depends on where the wind is moving but anyhow the point is that even if 24 followed science correctly (and they usually don't) Jack being able to see it doesn't mean much.
