I don't think there's any agreement that Russia will partake in which doesn't include easing or removal of sanctions, tbh. I could be wrong.

I don't believe that Putin gives a about the sanctions. What, he didn't know that was going to be heaved at him? He didn't know 50 countries would line up to battle him? Once NATO gets holt of Ukr he can't get it at it. It's now, or, never.

I'm not fine with Russia annexing all of Ukraine. I don't know where you even get this from.
What we need is a negotiated end to the war. If it goes on long enough then Ukraine could end up collapsing. Russia is proving they can outlast them.
So use sanctions relief (if that's what it takes) and whatever else as leverage to get a negotiated settlement, with the threat of a snap back of sanctions and other stuff to help enforce it.
