I know this looks bad from a point of compassion. Still, it isn't an attempt to control birth based of biology, race, etc. This has nothing to do with breeding people with better genetic inheritance. Only to discourage having children when people cannot support them.
The pro choice movement is more involved with eugenics than anyone I bet. Wanting to abort babies with genetic deficiencies.

That has been covered. If the need to apply for government assistance to raise the child when they didn't have financial changes from since they conceived. If they do, a process would start that may require them to be sterilized in exchange for the assistance.
A simple "no" would have sufficed.

Despite having listed his own definition, WC cannot manage to deviate from what his preconceived notion of what eugenics is. He doesn't understand the concept of mutually exclusivity or that 'stated intentions' are indpendent of what something is.
I think we all know what it is and that his proposal belongs in early twentieth century Central Europe and has no place in the country that stopped such evil.

As an aside, the WCs of the world are dangerous. Not in the sense that he could lead even a horse to water but rather that he is easily led. Given this conversation I think its also safe to say that while he would not been a leader in the party, he most certainly would have been swept up in the tide of National Socialism had he been in 1930s Germany. He would have put on the Brown uniform. There is no doubt in mind.
