Simes was born in Moscow in 1947 and emigrated to the United States in 1973. He served as an informal adviser to former U.S. President Richard Nixon and regularly traveled with Nixon to the Soviet Union and other Eastern bloc countries.
In 1994, Nixon named him to head the Center for the National Interest, which at the time was called the Nixon Center for Peace and Freedom. Simes retired from the position in 2022.
Simes also advised the 2016 presidential campaign of Donald Trump and arranged an important 2016 foreign-policy speech in which Trump outlined a vision for greater cooperation with Russia.
Simes's name was mentioned more than 100 times in a 2019 report by U.S. Special Counsel Robert Mueller en led Report On The Investigation Into Russian Interference In The 2016 Presidential Election.

Theres absolutely nothing anyone can do about it. The 30 million Ukranians will.certainly and moan but very very few of them would enlist to go East and try to recover their land
But again even this is an unlikely scenario IMO. Only way this would happen is if German and France stop the negotiations. Then Russia will easily take over the East Ukraine with very little opposition.

Zakrevski, founder of PMC Paladin, a relatively obscure military group with around 300 members, has issued a blistering critique of Putin’s leadership. In a video statement, Zakrevski blamed Putin for Russia’s military setbacks in Ukraine and accused him of being the root cause of the country’s economic and social problems.
“Our country is not just on the brink of disaster; it is already experiencing major issues,” Zakrevski declared and continued:
“Drones are flying over central Russia, even reaching Moscow and St. Petersburg. They have even attacked the Kremlin. Our Black Sea Fleet is being pushed out as if we were a third-rate country.
