They claimed Carter Page was working as an agent of Russia and used to Steele dossier to back that. They used as Comey admitted, unverified claims, and submitted them to the court.
if they chose to not inform the judge of potential bias because the dossier was political opposition research intended to discredit candidate trump, i think you'd have a much better argument that they deceived the judge to get a fisa warrant.

this just comes down to you thinkin that they should have worded it differently or more specifically. all that matters is that the judge was aware, at the time of granting the application, that the dossier had a strong potential for bias. and he granted it anyway. and then 3 other extensions were granted by (i could be wrong) 3 other judges. and iirc all of them were republican appointees?
