I doubt she can't get a custody order that governs children relocation and I doubt even more that a court wouldn't rule in her favour a relocation notice litigation.
Florida's New Parental Relocation Statute
Under a new Florida law, strict procedures must be followed in relocation cases. Before moving a child's principal residence address more than 50 miles away, a primary residential parent (custodial parent) must either: obtain the written agreement of all parties en led to visitation with the child; or file and serve a Notice of Intent to Relocate.

Judges get pissy when you pull crap like this - court is in favor of what is best for the child(ren), not what parents think is best.

She does not need to relocate for her job or for any financial well-being reasons. Her only claim is that she wants to move to be around her family, and the question remains: is that more important than the kids being around their father more.
I love how she comes off all squeaky clean. The is violent! She attacked a man with a weapon, she isn't some total victim. Almost everyone has been betrayed by spouses/ significant others in some way but yet we don't attack them with a weapon.

Dude, this is not Joe Shmoe and Mary Lou where Joe works 8 to 5 at the widget plant and doesn't have time/money to travel to see the kids after the ex-wife moves. Besides, they already own multiple houses in the US and Europe. The house in Florida is just the primary residence. She can settle anywhere she wants and Tiger can just jump on a G4 to pop over and see the kids.
Tiger still has the same rights as any other father, and it's not in the children's best interest for him to be so far away. Then again, it's pretty much up to him as to whether he would want to pursue the matter legally and make an ugly situation even worse.

Between golf tournaments and all his sexcapades, how much time was he really spending at home with Elin and the kids anyway? Elin wants to get as far away from this scandal as possible - and that means leaving Florida. The house she purchased is on an island - that tells you she wants seclusion for her and the kids.
As far as the courts are concerned, he resides where he pays taxes.
The non-custodial parent should be able to attend school plays, piano recitals, teacher conferences, etc... and that is impossible if the mother takes the kids and moves halfway around the world with them. Having dad fly in for a couple of days is in no way like having that parent around.
I also notice you never addressed the issue of her violent behavior in their home. It is my understanding that Child Services paid a visit to the home following her domestic assault on Tiger with a golf club.
Who says tiger has to live in Florida? He can buy the island right next to hers in Sweden if making all the teacher conferences is that important to him.
He has a job that is primarily in the United States. He should not have to quit his job to follow her because she decides to move, especially when she does not work. She should stay where they resided. She is the one who must obtain permission either from him or from the court to move away. That is simply how it works when people get divorced.
Yet again, no response to the detrimental effect of her violent actions against her spouse in their home with the kids there.
