Phase II would consist of HollyHills getting the county to go along with the plan and to use eminent domain to run a number of working class homeowners out of their homes as well as a number of business to relocate and/or cease to operate. Phase II would also consist of getting a ballot measure passed to allow it to pay for whatever stadia are to be built with some permutation of a revenue bond.
That does not happen "smoothly". That does not happen over the course of 5 months.

A significant number of those properties have private ownership. HollyHills was supposedly working with the county on the plan for the complex. It's going to need some local en y to use in order to force those property owners to sell.
The San Antonio Business Journal is a notoriously inaccurate piece of newspaper. They do NO critical journalism and are basically an infomercial for promoters like these Holly Hills scam artists. I made it a policy about 8 years ago that any existing customer of mine that was "featured" in the SA business journal immediately got put on COD.
