He's saying first Biden asked for the minerals in lieu of repaying the money. Then Trump came along and half portended that it was his own idea to dun Z for said minerals. And earlier this week Z said "yes."
Now Z is is saying "no."
They didn't have much by the time we beat them. The country was in ruins.
It is a bit ironic though because the British had to repay us billions for aid we gave them during WW2, and the country that started the war had to pay us nothing.
Zelensky proposed to Biden the idea of minerals for aid. I don't think Biden asked for it.
