if you're under the impression that a footnote in a legal briefing is in any way comparable to fine print in that they are insignificant, often glossed over, or meant to be hidden in any way, then you're just misinformed. footnoes in legal briefings are incredibly common practice. we use them all the time

The FISA warrant on Page was to cover for all the previous 702 about queries that were run as it’s retroactive. Adm. Mike Rogers shut down the about queries so the DOJ/FBI needed Page to keep surveillance going. The FISA warrant sought for Page was also le I not le VII so any of Page’s contacts could also be put under surveillance.
