The German plan for Lebensraum was to recover all historically German and Austrian lands and to resettle them with Germans, and also to expand German settlement into European Russia and Ukraine. Non-Germans (e.g., Slavs) were to be subjugated. Jews were to be driven out of areas designated for German settlement, including Poland and the Ukraine.
Only after Operation Barbarossa failed did extermination come up. Originally, extermination was supposed to be accomplished by sending Einsatzgruppen across the Polish countryside and murdering Jews farm by farm, but too many SS were choosing suicide over shooting children in the head (hard to believe given current events, but that’s the testimony). So concentration into death camps was a solution to that particular problem. No shooting or slicing heads off. Just load people into a room and flip a switch.
