While Congress has the Cons utional "Power of the Purse" to allocate funds, the Executive Branch shares the "Purse" responsibilities and has discretion on the spending of those funds. The President has the Cons utional responsibility to ensure the spending of those funds is done without fraud, waste, and abuse. For example, I'm confident, and correct me if I'm mistaken, there was no line in the budget to specifically fund "Iraqi Sesame Street." The question will be, is the current administration obligated to expend funds contracted by the previous administration if it is determined to be the product of "fraud, waste, and abuse." The Executive Branch has a fiduciary responsibility to ensure the citizens' taxpayer dollars are spent as intended. Presidents cancel contracts all the time. Remember Biden and the "Keystone Pipeline?"
This is correct. Congress appropriates a specified sum for USAID to use for foreign aid, but leaves it to USAID to solicit grant applications and decide which grant applications to fund.
The Trump Admin hit the "pause" button to consider whether continuing to spend money on the approved grants over the remaining 6 months of this fiscal year was consistent with the new foreign policy goals rather than waste money on Biden Admin goals that are going to be abandoned.
