This is at stupid as wanting to let China get a free pass on Kyoto accord. They wanted to list China as a "developing Nation"..
WTF they are over 4000 years old! I think they "developed" a long time ago...
Did you knew that after prisoners (in China) was beeing killed (shot), his family must pay for bullet?
I think it's only a matter of time before communist rule collapses in China...
Hopefully they won't try to scorch earth when power slips (blow up like nukes to ruin everything).
