I wouldn't be too surprised if the Spurs are interested. The Spurs heavily scout international compe ions so they might see something they like. Don't think he'll be much of a player but it'd be nice to have at least one seven-footer on the team.

Because it's a federal law for any person (or business - NBA team) to do any business with Iranian nationals. The League has applied for a special license from the U.S. Office of Foreign Assets Control. But until it's granted, no one can talk to him/sign him.
