It was both. The pool got destroyed, as did the hospital his mother was getting treatment in. She died within months of the hurricane, Duncan never swam compe ively again. To help him get through the grief of losing his biggest fan, his mom, (who died the day before his 14th birthday), his brother-in-law put a basketball in his hands and began teaching him the game.

Appearently he has already signed a contract for Real Madrid in Spain, and he will start practicing with them really soon. I don't how much this is a publicity stunt vs. a real opportunity for him to play with them (probably the first one) but he has said he is a huge supporter of the team.
