you have to understand how things are done in South Texas to fully appreciate it, which for geographic purposes you just cut off the bottom most tip and add a few counties just north and northwest of said tip.

Guerra was the Willacy DA for 20 years. There's no telling how many self-important s he had to step on to justify his sinecure, or how many people wanted to squash his self-important in return.
