Your brain thinks they are moving though, they are good optical illusions.

Were I to guess why, I would say that the reason you think they are moving when your eyes are scanning it is that the color sensors in your eye, rods and cones, do not overlap, but are paired and very slightly offset.

When you move your eyes around the picture and scan it, the slight waving effect is from the shifting of perception ever so slightly as the light that forms the image "jumps" from one rod/cone to another a microscopically short distance away.
