It wasn't right for the game, but the rules are written to rule out common sense. Stern had not choice unless he wanted all his past suspensions coming into question. Trust me I was ING pissed off when it happened knowing it cost the suns the best chance at a le ever, but the rules are rules even if it possibly keeps the best team from advancing.
