There is a big difference between which team was better and which was more dominant. The most dominant team was probably the 1999 Spurs who started 6-8 when the strike ended. They then went 46-7 over their next 53 games, including a 15-2 playoff run. Was it the best team? who knows, but they were the most dominant.
Best NBA team from Texas was the 1983 Houston Cougars.

You forgot to put all the college and high school teams in Texas before the Mavs.
