Thing is, they get other projects authorized, then tell us how much the war efforts cost, when it actually was less than stated. Because it was in one budget, it's not properly accounted for.

Now some earmarks are fine, others aren't. Some are related, some aren't. I'm not so much against earmarks as I am anything that should be in a different bill, and I'm also against pork. I want a Kosher budget.
