I'd say Outkast is certainly more talented, but the Peas aren't too terrible either.
Bloodsport is one of the best movies ever. I learned how to do the coin switch trick and it has helped me in many situations since.

Southernplayalisticadillacmuzik is a fine piece of work and still one of my favorite albums.
The Peas usually have some pretty good beats and that Meet Me Halfway song is currently stuck in head.

Twilight, TLong...Twilight...if you're asking what music is better for pre-pubescent girls, yes...BEP is better...if you're asking what is better music overall, it's no contest.
I gotta show some love to my fellow Filipino, Apl d Ap. BEP's first album was nice during a time in the early 90s where very little hip hop used live and original music, at least hip hop that got out in masses other than The Roots. Will.I.Am is actually a very gifted musician. He wrote and writes and produces most of the music and somewhat like Prince plays a lot of the instruments on the tracks, at least with their early music.
All that said, Outkast is easily better. Not only did BEP kinda get really pop oriented with their music, but none of the three emcees are particularly good rappers. Taboo isn't good period. And Will is probably average, and he's prolly the best among them. Not only that, but the substance of their raps overall does not touch what Big Boi and Andre spit. It is quite a disparity between the two based on lyrical skill and topical substance. Thing with BEP is that they aren't rappers. They were a b-boy, break dance crew who rapped. Will had musical talent and they got some airplay. But they're not even in the same stratosphere as Outkast.
