You can take your pick from any one of the hundreds of different news stories over the last couple of months citing how medicare and medicaid reimbursements to the states will be cut.

Huh? How is cutting medicare reimbursements going to reduce fraud and waste by the private companies when the private companies aren't the ones administering medicare? You might want to think about going back and trying this again.
