My point could be demonstrated by this: how many people do you know who would do nothing but drink beer & party the first two years of college? Now how many would do it if they could get it paid for and drop out in two years?
I don't know all the specifics of the plan she had, but I would imagine it isn't just a free pass to get loaded and drop out like your example...I would bet there was some sort of string attached, like you had to pass every course enrolled in, or you had to maintain a certain GPA to keep the deal intact. I seriously doubt Strayhorn would be that careless with such a plan to so easily let kids obtusely abuse it.
The plan never would have seen the light of day... it was shameless pander, or a "Look at me, I'm also a statewide official and I might run for Governor" move.
