But you have to err on the side of caution. There are 14 and 15 year olds that haven't matured yet. There's no viable way to have some kind of personal test that measures someone's physical maturity and then give them some kind of card that gives them sex permission. So you've got to just pick some number where you feel like you're covering all the bases and protecting the most children.
But it's not about physical maturity, that is pretty obvious. Emotional/psychological maturity is what the laws are aimed at.
when I said "physical", I was assuming the mental maturity to go with it. My point being that there are probably some 14 year old physically and mentally capable of making the choice to have sex. But there's no reasonable way to filter those out from the majority that are not. On the other hand, there are 18 year olds that aren't mentally capable of making that same decision.
But the only way to provide any kind of legal lines is by age. I'm Ok with that. But it is something that deserves case by case review when the law is violated.

The laws are really aimed at the "power" of the older vs the younger. Persons of formal (teachers, coaches, parents) or social (non-parental family, friends of the family) authority abusing their power to have sex with comparatively powerless/naive young people.
