I remember when mavs fans were hyped about all their cap space. They were going to sign Dwight and Deron Williams... and then they didn't. They got Monta Ellis.
The only way the Spurs are getting a legit #1, #2 or #3 option (for a playoff team) is through the draft or a trade.
This is long term planning. Unlike others here, I'm not sure the spurs extend Kawhi. As the 15th pick, his cap hold will be far less than whatever contract he signs. Aim to maximise cap space for that summer, sign guys to space, then resign Kawhi with Bird rights. Adding another player with the difference between his QO of 4m and a first year salary of around 12m would be helpful.
