The NBA dropped Substantial Sanctions when Pop didn't travel the players, and didn't give the league notice ahead of time. I believe as long as he gives the NBA and the other team sufficient notice, he can rest them for whatever reason he wants. Also, since Tim and Manu will probably travel with the team.

I'm leaning toward the notion that he isn't a franchise player, but a great 3rd/4th option that can get hot for a good string of games.
