    there IS NO zoning in houston. you can build all what you want where you want. including investing in property for future markets. doesn't mean you've built a new home there.
    Crazy. I had no idea Houston had no zoning ordinances.

    But if you buy a permit to build a house in Houston, I'd think you also have to submit plans....but if they have no zoning laws then who knows

    Houston definitely has permits and building inspections. They are also gradually tightening up on their zoning as well. Zoning simply defines use. R1, R2, C1, C2, C3, etc. It has nothing to do with permits. construction has to comply with the regulations in effect. Houston historically has had very flexible zoning laws and one could, for instance, buy up a bunch of R1 single family houses, tear them down, and build an office building without the property being rezoned.
