One link at a glance reported the 80th most violent city in the US, though. And another reports it more than double the violent crimes rate for the state of Michigan (which includes the Detroit populous).

Right, 10 homicides, of which 8 were male victims and 2 were female victims, a 45-year old white woman and a 43-year old hispanic woman. Their homicide rate is about 8.8 per 100,000--so the rate is high. But the point you were making, I think, is that the most likely cause for a young black woman's death in Lansing would be homicide. And looking at how female homicide victims there were in Lansing last year tells you that there were 2 female homicide victims, both middle-aged, and both non-black.
1. "Perpetual double digit murder" sounds high, but the actual raw number is, as you said, was just 10 last year. And the murder rate per 100K (per your link) was:
2014: 8.8; 2013: 7.0; 2012: 11.3; 2011: 7.0; 2010: 10, 2009: 9.7; 2008: 9.6; 2007: 14.1; 2006: 5.2; 2005: 6.8; 2004: 8.4; 2003: 6.7; 2002: 9.1. That's average of 8.7 murders per 100K since 2002--not exactly perpetual double digit.
2. I'm not saying it's a safe city--only that murder is not necessarily the most likely reason for a young black woman to die in Lansing--certainly not with the cer ude that you seem to have implied. And if I misunderstood, I'm sorry for that.
