We are talking about a guy who went into PP wearing a regular suit and asked the receptionist questions about pros ution. The receptionist played along and called the police immediately to report O'Keefe. He then went back and edited himself in as wearing a pimp outfit along with a women in hooker garb making it seem that he was wearing that and asking the questions while editing out any contrary messages.
These videos are obviously edited heavily. The bottomline is that he will not release the source material and we have no idea of the context of the conversation.
